The new “revenue and taxation” bill was passed in 1996 to create a new tax-free model for the alcohol industry, in hopes of reducing the impact that alcohol has on the state's overall economy. Currently, the law states that the revenue from excise taxes (on alcohol manufactured, sold, or consumed in Utah) shall be used to: — For the maintenance and enforcement of its existing laws and regulations relating to the sale, purchase, production, and distribution of alcoholic beverages; — For the administration of the programs provided by State law that supplement those laws and regulations; — For the general purpose of supporting and sustaining the State budget and general State programs and operations; and — For the general purpose of providing funding to other state and local governmental entities for the administration of alcoholic beverage-related programs. The revenue received from each source is adjusted on an annual basis to maintain the general purpose. The new law is set out below.
