The taxpayer and CAA submit copies of their paper tax returns together from their two bank accounts within the IRS system. The taxpayer returns the return, with the CAA copies attached, by mail to the CAA before the Tax Due Date. If the taxpayer elects to use paper returns, the taxpayer will also have to file an annual return for the taxes withheld and remitted. These annual returns can be submitted in electronic and paper formats. If the taxpayer chooses to use electronic returns, they are expected to send their electronic return electronically by e-mail to their CAA. The taxpayer's returns will be received by the CAA by January 3 for electronic filing; and by January 20 for paper filing. The CAA then submits the paper tax return by January 21 to the IRS for electronic filing. The paper tax return will be received by the IRS by January 17 to file. The CAA will provide the IRS notice by January 15 which will authorize the IRS to file the paper returns with the taxpayer's TIN from the original return. The taxpayer then signs the Taxpayer Reply Agreement and sends it electronically to the IRS.
